Rahman Mustafayev
Born on September 26, 1963 in Baku to a family of Soviet-Azerbaijani diplomat.
Education: from 1980 to 1985 he studied at the Moscow State Institute of International Relations (MGIMO, Faculty of International Economic Relations), which he graduated with honors.
Military service: from July 1985 to July 1987
Diplomatic career:
August 1987: referent-secretary of the Department of the Middle East and North Africa at the MFA USSR, Moscow.
February 1988 - May 1992: secretary, then attaché of the USSR Embassy to the Republic of Sudan.
In May 1992, after the collapse of the USSR and the restoration of the independence of Azerbaijan on October 18, 1991, he returned to Baku, Azerbaijan.
December 1992 - February 1993: head of the Foreign Policy section of Azadliq (Freedom) newspaper.
February 1993: senior advisor at the Office of the President of the Republic of Azerbaijan.
In October 1994, he returned to the diplomatic service and was posted to the Embassy of the Republic of Azerbaijan to the Russian Federation as the Second, then the First Secretary.
October 1997 - December 1999: Director of Foreign Affairs Department at the State Privatization Agency of Azerbaijan.
December 1999 - April 2006: Political Counsellor at the Embassy of the Republic of Azerbaijan to the Russian Federation.
In June 2006, he was appointed Deputy Director, since December 2006 - Director of Europe and Americas Department at the MFA of the Republic of Azerbaijan.
October 2009: Ambassador of the Republic of Azerbaijan to the Hellenic Republic and to the Republic of Albania, with the residence in Athens.
October, 2017 - October, 2022: Ambassador of the Republic of Azerbaijan to the French Republic.
December, 2017 - October, 2022: Ambassador of the Republic of Azerbaijan to the Holy See, with residence in Paris.
October 17, 2022: Ambassador of the Republic of Azerbaijan to the Kingdom of the Netherlands. December 28, 2022: the Permanent Representative of the Republic of Azerbaijan to the OPCW.
Since October 4, 2024 - Ambassador of the Republic of Azerbaijan to the Russian Federation
He is fluent in French, English, Arabic, Greek and Russian.
Scientific activities and books published
In 1993, he obtained his doctorate with a thesis on “Islam and nationalism in the theory and practice of the state-building process in Moslem countries” at the Academy of Sciences of the Republic of Azerbaijan.

Honors
In June 2009, he was awarded the Knight Medal of the Order of Merit of the Republic of Poland, by the Polish President Lech Kaczynski.
In 2014, he received the honorary distinction of the Ministry of Foreign Affairs of the Republic of Azerbaijan.
On July 9, 2019, he was awarded the medal of the National Order “For service to the fatherland” of the 3rd Degree, by order of the President of the Republic of Azerbaijan.
